Recent figures from HDB’s 2008 Sample Household Survey have shown that Permanent residents (PRs) actually form a far small minority of the HDB resident population. Only 8 per cent of the total 2.92 million residents living in HDB flats in 2008 are PRs while non-PR foreigners only make up another 4 per cent.  Hence, it is unlikely that these PRs and foreigners could be the cause of the high HDB resale flat prices.
